Article 20. Information exchange and preventing biotechnological riscs.
1. An exchange of information on Biosafety is established as part of the mechanism for exchange of information in accordance with Article 18, paragraph 3 of the Convention, to:
a) facilitate the exchange of scientific, technical, environmental and legal information about GMOs and experiences with them. b) assist Parties to implement the Protocol, taking into account the special needs of developing Parties, particularly the least developed among them and small island states and countries with economies in transition as well as countries that are centers of origin and centers of genetic diversity.
2. Exchange of information on biosafety will serve as a mean by which information is made available for the purposes specified in paragraph 1 above. Can provide access to information made available by the relevant Parties for the implementation of the Protocol and where possible to other international mechanisms for exchange of information on biosafety. 3. Each Party shall provide information to Center of Information Exchange for preventing biotechnological riscs any information requested according to this Protocol, and:
a) Any law, regulation or national directive regulations aimed the protocol application;
b) All bilateral, regional or multilateral agreements or arrangements;
c) A summary of the risk assessment or environmental studies on genetically modified organisms generated by its own regulations and conducted in accordance with Article 15, including if necessary relevant information regarding products thereof, namely-originated material processed genetically modified organisms containing detectable novel combinations of replicable genetic material obtained through the use of modern biotechnology; d) Final decision regarding the importation or release of genetically modified organisms; e) Reports submitted under Article 33, including the implementation of the advance informed agreement procedure of choice.
4. Operating procedures of information exchange center for preventing biotechnological riscs. Its activity reports are reviewed and decided upon in the Conference of the Parties at the first meeting of the Parties to this Protocol.
