UNEP-GEF project "Development of National Biosafety Framework in Moldova" (2002-2004) was meant to contribute to implementation of the Cartagena Protocol at national level, particularly for developing national policies, legal system, administrative procedures of examination notices including risk assessment, public participation in decision-making procedures, enforcement and monitoring of activities related to procurement, transportation, import-export and marketing of genetically modified organisms and products of such organisms. To this end, and by assisting the project was developed the concept of the National Biological Security (CNSB) of RM, document recommendation, which will determine the priority directions of development of the system of regulation and monitoring of genetically modified organisms to meet the requirements of the Protocol The Cartagena.
Biosafety Framework includes the following components:
Government policies in the field of the biosafety;
The legislative framework for biosafety;
The administrative system for examination of notifications and authorization system that includes environmental and health risk assessment;
Enforcement and monitoring;
Mechanisms for public participation in decision making, public awareness and education.
